Financial Transparency and Program Overview

We are committed to transparency and accountability in all our operations. Below you’ll find important updates regarding funding, caregiver payments, and our organizational structure.

Historical Funding Records

Spreadsheets detailing the years that GAILY Foundation – VWCP, Inc. received funds and receipts will be uploaded for public review.

Please note:
From June 2003 to December 2011, no public funds were received. During this period, all operations were self-funded and managed directly by our Founder.

Caregiver Reimbursement Program

Since January 2012, we have proudly served as a Navigation Partner Agency with the Michigan Department of Health and Human Services (MDHHS) and a registered Home Help Provider Agency. Under this program, reimbursement funds for Home Help Services have been distributed directly to caregivers.

A full audit and new financial database are currently in progress to reflect the total funds distributed to caregivers between 2012 and 2015.
Please note: No caregiver payments were issued between FY 2016 and 2024.

Tax-Exempt Status and Organizational Evolution

Previously operating under our fiduciary umbrella organization, Delo Neighborhood Community Services, we held a 501(c)(4) tax-exempt status. As our mission evolved, we pursued our own independent structure.

We have officially obtained 501(c)(19) tax-exempt status as of May 15, 2020, dedicated to serving military veterans and their spouses/widows.

Contractor Requirements & Payroll Systems

To streamline operations and ensure compliance, we implemented the following:

  • Online Payroll System for caregiver contractors (effective September 2015)

  • Third-Party Work Scheduling Platform (effective January 2015)

Eligibility Requirements to Work as a Caregiver:

  • Valid U.S. bank account

  • Authorization to work in the United States

  • Completion of drug testing and fingerprinting
